Expanding the -prospects- of development and adding -paths- to relief, Chongqing Rongchang gathers united front forces to empower high-quality development

In an exclusive interview, we explored the collaborative efforts driving high-quality development in Chongqing’s Rongchang District through the lens of the region’s united front construction. The interviewees included Guo Hongbo, Secretary of the Rongchang District Committee of the Communist Party of China, and other key stakeholders involved in local governance and development initiatives.

“Over the past few months, our team, comprising members from various democratic parties, has conducted extensive on-the-ground research, gathering data, studying policies, examining successful case studies, and consulting with experts,” Guo explained. “This systematic approach has allowed us to convert our findings into actionable insights for the relevant authorities in Rongchang, all aimed at fostering local growth.”

The aim of their efforts is clear: to make the united front work more tangible and impactful by utilizing its unique strengths—mobilizing public sentiment and pooling resources. Guo detailed how the Rongchang District has been establishing recognizable united front brands and dynamic cultural platforms, thereby enriching the forms and content of ideological guidance for diverse social and political forces to contribute to the area’s high-quality development.

One significant initiative is the “Nine Rong Cooperation,” a partnership between the Chongqing Municipal Committee of the Jiusan Society and the Rongchang District Committee of the Communist Party. This collaboration was born from a proposal by former Deputy Minister of Agriculture and Jiusan Society Vice Chairman Hong Fo to establish a modern livestock industry demonstration zone centered in Rongchang. Since then, the partnership has blossomed into a decade-long effort, resulting in multiple cooperative agreements that have substantially advanced the local livestock sector.

“Through this cooperation, we’ve attracted experts and scholars to Rongchang, enhancing our industry’s planning and positioning,” Guo noted. “This focused cooperation has significantly upgraded our competitive edge and boosted the inherent motivation for livestock technology development.”

As part of their political consultation mechanism, district officials have emphasized the importance of actionable research outcomes. Wang Xue Rong, a member of the Jiusan Society and associate professor at Southwest University, summarized the recent shifts in their consultation work: “Our discussions have become more precise, relevant, and effective.” The district has adopted a proactive approach by initiating research topics aligned with local government priorities, which the democratic parties can tackle based on their expertise.

Guo further elaborated on the importance of follow-through after research reports are submitted. “It’s crucial that relevant departments are engaged not just in workshops, but in ensuring reported findings are translated into concrete actions,” he stated, highlighting a collaborative approach that includes top-level leadership accountability to drive the effective implementation of recommendations.

In addition, Rongchang has established “Enterprise Homes,” a service platform tailored for private businesses, reflecting the district’s commitment to fostering a supportive environment for private sector growth. “This is where entrepreneurs can voice their challenges to local government officials in a direct, transparent manner,” Guo said. “About 70% of our local GDP, 80% of taxes, and 90% of employment opportunities stem from the private sector, making it our most vital resource.”

This innovative platform has allowed the district to address various business challenges and provide timely solutions in collaboration with local entrepreneurs. Activities such as “on-site meetings with leaders” and workshops for policy promotion have amassed substantial engagement, proving effective in resolving critical business issues since the initiative began in November 2023.

As a result of these combined efforts, Rongchang’s livestock industry is thriving, the construction of the “China Livestock Science and Technology City” is progressing, and the supportive business environment is becoming well recognized. Guo concluded, “The united front’s engagement across different sectors is indeed a driving force for our local development, ensuring that businesses can flourish in a well-coordinated ecosystem.”
