Sino-Singapore Health丨Liaoning accelerates the construction of a medical and health service system to effectively solve the problem of medical treatment for the masses

On October 11, during a press conference organized by the Liaoning Provincial Government’s Information Office, Xu Hongbin, a member of the Liaoning Provincial Health Commission and its deputy director, announced the launch of the “Implementation Plan for Further Improvement of the Medical and Health Service System in Liaoning Province.” This plan aims to better meet the comprehensive health needs of the community and address pressing issues related to access to medical services.

Xu emphasized that the plan’s overarching goal is to provide equitable, accessible, and continuous health services that cover all demographics and life stages. It focuses on five key areas: optimizing resource allocation, promoting hierarchical diagnosis and treatment, improving service quality, enhancing scientific management, and deepening institutional reform. The initiative seeks to establish Liaoning as a leading medical hub in Northeast China and beyond.

Regarding medical resource allocation, Liaoning will establish provincial-level comprehensive and specialized regional medical centers in Central, Southern, Western, and Eastern Liaoning. The province aims to promote the construction of high-level specialty hospitals and implement the “3223” construction project for clinical key specialties. This project targets the creation of at least 30 nationally recognized clinical key specialties by 2025, along with about 200 provincial, 200 municipal, and 300 county-level clinical key specialties.

Additionally, Liaoning plans to enhance its family doctor system by implementing differentiated policies for signed residents concerning medical care, referrals, medication, and insurance. This initiative aims to foster a service model where family doctors handle initial consultations and referrals, thereby enhancing patient-centered care, improving the medical environment, optimizing service processes, and promoting integrated online and offline services. Targeted groups will receive home visit services to improve convenience and comfort, ultimately enhancing the overall patient experience.

Furthermore, Liaoning will actively promote the establishment of a modern hospital management system. This will involve conducting performance evaluations based on the functional roles of public hospitals, public health institutions, and primary healthcare providers, focusing on health outcomes, service quality, quantity, operational efficiency, and patient satisfaction.

Moreover, the province is committed to improving government investment mechanisms, ensuring stable funding for public health initiatives, advancing “Internet + Healthcare,” and enhancing the coordination of medical, insurance, and pharmaceutical regulation, thereby implementing comprehensive oversight across all sectors of healthcare.

Xu concluded by stating that the next steps will include establishing mechanisms for monitoring and evaluating the medical and health service system. There will be a focus on collaboration to create a unified effort in strengthening the healthcare framework, which is essential for providing robust health support for Liaoning’s overall revitalization and growth.
